Meeting of the Sub-Working Group on Amendments: On April 23, 2026, GIPA Convenor Professor Jennifer Trahan and GIPA Steering Committee member Professor Claus Kress served as experts asked to address the sub-Working Group on Amendments. Claus Kress spoke on the definition of the crime aggression and conditions for the ICC’s exercise of jurisdiction over it. Professor Trahan spoke on the different but complementary roles of the ICC and UN Security Council in making determinations related to aggression.
